The „Prevention Campaign for Comprehensive Prohibition of Female Genital Mutilation in Germany” is based on the commitment to the inalienable and universal human rights, to the German Constitution, to the European Convention on Human Rights (ECHR) and to both the UN Convention on the Human Rights and UN Convention on the Rights of the Child. It is all about “general protection” of all endangered girls in Germany, that is ensuring effective prohibition of the execution of genital mutilations as well as consistent revelation and prosecution of those genital mutilations that have already been executed with the help of simple but effective methods.

Basis for this is the assignment of endangered girl-children to the so-called risk group. The knowledge about genital mutilation within ethnical groups in Africa as well as in Arabian and Asian countries is implemented here.

Genital mutilations are executed as collective violence within exactly determinable groups. The danger that has to be stated for each girl-child within the risk group is that concrete that no further hints from third persons are necessary (e. g. social workers, teachers, kindergarten workers) in order to justify the initiation of the measures. This way, each endangered girl-child can be automatically protected by these measures.
